It kind of acknowledges reality in the first half where it plainly states that Russia is winning on the ground, that sanctions won’t break Russian economy, and that the winner will dictate terms. But then it has to pour copium on the second part because you still can’t just state the truth without any qualifiers.
But ultimately it is Ukraine, not Russia, that is better placed to win the peace, even as it concedes some losses in the war

tf kind of doublespeak is “winning the peace”. Is that the same thing as a Moral Victory? Just give these assholes a participation trophy and tell them to move on already.
