If you look at even Wikipedia they show that South Korea has spent its time as a dictatorship

They are currently on the Sixth Republic of Korea listed as a Unitary presidential republic

That said the mainstreaming of socialism can be a double edge sword for them because it means that it allows some ideas of socialism to be introduced and adapted into the mainstream allowing for people to be more easily radicalized into a better more revolutionary form of socialism.
